Truthfully, a real-time system similar to what is presented in the article could be inferred just from the refresh rate of election-night publisher-subscriber data streams which major media outlets tap into.
This of course leads to an undeniable paradox: election-night continuous counting is the fastest it's ever been, approaching real time, but final counts are slower than ever. What took one evening a decade ago, now takes days or weeks.
