It's often possible to judge the value of something by measures taken to secure it.  When governments rely on human couriers and remote rendezvous', it indicates high-stakes communication where risk of interception by a near-peer or superior adversary presents such a grave threat that it cannot be mitigated by the strongest available encryption.  When Russia and Iran take these precautions to hide communication, the only near-peer or superior parties are Israel, NATO allies, and China.  And you can probably assume it's not China.

Indications of hidden intent not only include precautions to hide private communication, but also preference toward displaying public communication.  When you hear aggressive or vocal rhetoric, it's [probably] safe to assume it's just rhetoric.  Like the noise about using nuclear weapons in Ukraine.  On the other hand, when parties abruptly go silent, there [may] be more reason to be concerned.

Well... it's happening.  No, not Russia utilizing nukes against Ukraine/NATO or vise-versa, something different.  There has been an ominous increase of in-person meetings between Russia, Iran, Turkey, and a few allies and proxies.
